NYS OASAS Releases RFP for $2 Million to Fund Permanent Supportive Housing for Homeless Families in NYC

NY/NY III Permanent Supportive Housing for Homeless Families - Round Four PDF Document New York State OASAS has released an RFP for $2,000,000 that will support up to 80 units of permanent supportive housing for homeless families in New York City where the head of household has a substance use disorder and is at risk of being homeless or is currently homeless.  This RFP is another component of the New York/New York III Agreement that has brought together many State and City agencies and departments in a multi-year effort to address homelessness.

OASAS previously awarded applicants for Round One and Round Two in 2012, and Round Three in 2014, resulting in a total of 205 units of family housing, valued at $5.125 Million.   Applicants are reminded that funding to support the operation of these programs is contingent upon continued availability of State appropriations. Awards for family apartment units beyond the Round Four will be based on future appropriations received by OASAS, if any, to expand services.

Eligible applicants: Eligible applicants include OASAS certified Agencies and Local Governmental Units (LGUs) that operate OASAS-certified chemical dependence programs in New York City.

Mandatory Letter of Intent Submission Deadline:  June 23, 2015.  Proposals will only be accepted from those who submit a Letter of Intent. 

Non-Mandatory Bidders Conference: June 30, 2015 from 1:30 PM until 3:30 PM at OASAS’ offices located at 501 7th Avenue, New York, New York 10018. 

Only those applicants that submit a Letter of Intent by the deadline may attend the Bidders’ Conference. 

Closing Date for Submission of Questions: 5:00 p.m. on July 7, 2015

Answers to Contractor’s Questions:  E-mailed to potential bidders on or about July 21, 2015
