CLMHD is Hiring: Project Director - Behavioral Health Regional Planning Consortiums

About the Position:  The NYS Conference of Local Mental Hygiene Directors (CLMHD), a division of NYS Association of Counties (NYSAC), is seeking an Executive Level Project Director to lead and oversee the operations of a statewide initiative that is closely tied to the public behavioral healthcare system in 10 regions of the state: Regional Planning Consortiums (RPCs).  The RPCs are an integral component in sharing local impact and collaboratively problem solving around the transition of Medicaid behavioral health care services into a Medicaid Managed Care benefit, and around other new initiatives (including HARP/HCBS, Health Homes, Primary Care/Behavioral Health Integration and Value-Based Payment) which impact the behavioral healthcare system in NY. The RPC Project Director will be responsible for managing the successful implementation of RPCs across NY State and will include hiring decisions, supervision and directing of remotely-stationed project staff within the 10 RPC regions outside of NYC. This position requires significant in-state travel. The RPC Project Director will be expected to liaise between the RPCs and State Government officials.  This position is located in Albany, New York.  

Required Competencies:

  • Candidate must be a proven relationship builder among various stakeholders.
  • Candidate must have demonstrated performance leading a team of staff, establishing and meeting short and long term goals for implementation of medium to large size projects from beginning to end.
  • Knowledge of the public behavioral healthcare system, the Medicaid program and managed care is required.
  • Knowledge of County and/or state government structure is preferred but not required.
  • Prior public speaking experience preferred.
  • Developing and executing project plans, project timelines, budgeting and financial management, as well as agenda development and status reporting.
  • Ability to monitor and control project expenditures against approved budget.
  • Day to day resource management of project team ensuring effective delivery of projects tasks, deliverables, and milestones on time, within specification and/or agreed-upon project scope.
  • Working knowledge of SharePoint and Microsoft Office Suite. 

Education and Experience:

  • Master’s Degree in Social Work, Mental Health, Human Services, Public Health, Public Administration, Management or Healthcare is strongly preferred but not required.
  • Minimum 5 years of experience in a mid to senior level leadership role is required.
  • Excellent communication skills
  • Experience facilitating collaboration and consensus building amongst disparate stakeholder groups is a must.
  • Experience directing /supporting staff at several offsite locations is strongly preferred.

Salary range for the position is $90,000 - low $100,000 commensurate with skills and experience.
