Kelly has over 30 years of experience in New York State government and public policy. Prior to joining the Conference, she held positions in both the state Assembly and state Senate, the Governor’s Counsel’s Office under Governor George E. Pataki, the State Department of Health in the Office of Governmental Affairs and later as Director of the Adult Home Quality Initiative.

Ms. Hansen is a member of the New York Community Advisory Board (CAB) of the HEALing Communities Study and was appointed as New York’s CAB Representative to the National Steering Committee for the study.  The HEALing Communities Study is a federal research study collaborate effort of the NIH and the Substance Abuse and Mental Health Services Administration (SAMHSA) launched to investigate how tools for preventing and treating opioid misuse and OUD are most effective at the local level.

Kelly previously represented the Conference as a member of the Medicaid Redesign Team (MRT) Behavioral Health Reform Workgroup and has received awards for her work on the DOH Statewide Newborn Hearing Screening Program and for her work with the NYS Comprehensive Care Centers for Eating Disorders. Kelly is a graduate of SUNY Fredonia and has served as Executive Director of the Conference since 2009.
